Berlin is typically better for tech and startup hires. Over 60% of tech roles operate in English, the startup ecosystem is the largest in continental Europe, and the cost of living is lower. Munich is stronger for automotive tech, deep tech, and enterprise engineering. Both cities have strong Blue Card processing — Berlin's BIS partnership gives relokate clients an edge in processing speed.
Berlin is significantly more affordable. Central one-bedroom apartments cost €1,200–€1,800/month vs €1,500–€2,200 in Munich. Family apartments, childcare, and daily expenses are also lower. However, Munich salaries are the highest in Germany, which offsets much of the cost difference for employees.
Appointment wait times vary significantly. In Berlin, the wait time through the Business Immigration Service (BIS) is typically 2–6 weeks — relokate clients benefit from dedicated English-language appointments. In Munich, the Ausländerbehörde wait time is often 6–14 weeks. This makes Berlin the faster location for visa processing, particularly for time-sensitive hires.
Both are excellent. Berlin offers more international school options (10+), nearly free childcare through the Kita-Gutschein system, and a more international daily environment. Munich offers the highest quality of life in Germany, proximity to the Alps, and outstanding private international schools — but at a higher cost and with longer Kita waitlists.
